I would say the Segway NineBot Max fits those requirements although I haven't personally had to deal with their customer service myself. I've had mine for about 6 months and still love it, especially after adding a few modifications.

scooter recommendation!

For riding in any weather the best option I would go for is the Segway Ninebot Max, but that will be over your budget. On the plus side it should definitely last, as its a very well built scooter. I got over 1000km on my G30LP and had zero issues with it, only thing I do is check tyre pressure and inflate when needed.

Looking to get a scooter for work

So because of that tradeoff- I do not recommend the purchase if you are 200+ lbs. Unless you don't need I beyond 10 miles, then I would recommend this scooter. Or if you live in flat places, it might be better.

Pros- good build unlike the es3 that costco offered a year ago, this scooter will likely stand the test of time. The es3 started rattling and was loose after going over bumps in the road within a month in San Francisco, which had bad streets, pot holes everywhere.

Range isn't a big issue for me as work is within a couple miles and I can charge it at work. I do want to keep it fairly portable as my apartment is upstairs and I would have to bring it downstairs at work. It's a great scooter if you weigh up to 170lb.

 Take off this Styrofoam and yeah, better, stabilize things with the Kickstand. Now to lock the column into place with the X7 Pro steel latching mechanism, which is quite secure thanks to some springs inside. The latch snaps back easily and is quite simple to adjust. Just twist these handlebars in and secure with the Allen key and you're all set

 On the fastest mode, we were able to get 25 kilometers on a single charge, which is better than the 15 we achieved on the regular X7. Just note that there is no kinetic energy recovery system here, which isn't necessarily a bad thing. The tires spin a bit freely without power, so you can kick the scooter manually if you run out of juice, but when you get the chance, the battery battery's removable design makes charging quite simple. The battery pack has its own charging port, so you can charge it on the go, and we were able to take it from zero to full in six hours with a bundled adapter

 It makes lifting the scooter with one hand like up over a curb much more difficult and the mechanism holding the battery in place isn't super tight and it rattles as it shakes side to side. This can get annoying while riding, but at least since the power pack is a bit larger this year, you get better range when riding in the city.  There are three different modes or speeds you can use and the little led light in front is great if riding at night. There’s also a taillight in the back when you press the brake. The feature that surprised me the most? This little guy has cruise control! I’m a 220lb guy and it had enough power to tug me around at about 17 mph give or take a little depending on the incline of the road. I was hesitant at first to try it out, but I’m really glad I did!
