A Z690 Prime motherboard will be the cheapest and work perfectly fine, don't bother with 600$ motherboards. 850W power supply is minimum for a 3090, if you can get a 1000w one, gold rating at minimum in both cases. Storage, SN850 from WD is the best bang for buck right now, you can always add 2.5 inch SSD or 3.5imch HDD later as you download more stuff.
