Sounds like a TIR light (L17, DM11, Manker MC13, Lumintop X1L) is the best choice. They have wider spill that gradually tapers off vs the hard cutoff of a light with a reflector.

* Thrower: Acebeam L17, Convoy M1, Convoy C8+, Noctigon KR1, Manker MC13, Manker MC12 II, and Mateminco MT35 Mini-S/Astrolux FT03 Mini are all excellent options. The Noctigon KR1 is made by the same guy that makes Emisar lights, so it is yet again another enthusiast light with all the same benefits and drawbacks as the others. If it were up to me, I'd go with the H04 RC, the M200, and the L17. That might be pushing the top end of your budget but they're all very good lights with excellent build quality.

The default recommendation for delivery people looking for house numbers are one of the three compact TIR optic throwers on the market: the [Acebeam [Acebeam and [Manker They all have a beam that's super tight with no spill, so you can put it on a low mode and have a bright spot that reaches far that you can shine at house numbers without bothering people by flooding their windows with light. MC13 is the best of the three. The MC13 is [superior to the catapult I compared the two in that comment. It's not even close IMO.

There are some good lights out there that have the charging port on the battery itself, so you do have to unscrew it and take the battery out to charge it, but you don't need a separate standalone charger and the waterproofing is a lot more dependable. In terms of recommendations, I have a few that include USB ports on the batteries. The Acebeam L17/L18/L19 are fantastic throwers, and the E10 is also great and more on the compact side. The Manker MC13 and MC12 II are also fairly compact.

Checkout the Manker MC13…small, good throw and comes in multiple colors (green throws farthest and is brightest of the color versions)

Acebeam E10 and Manker MC13 are what come to mind for me when I think pocket throwers. Neither are terribly expensive, either.

I think manker mc13 ticks all your boxes: tir optic, pretty small, very throwy and has 18650 compatibility with an optional 18650 tube
