Tactical light as a gift to my brother.

The Acebeam L35 seems like a great option. I'd stay away from Olight brand as general because of their properitary batteries and very cold temperature light.

flashlight recommendations?

The L35 has a listed throw of 480m (which means a usable throw in the ~240m range) but it gets very bright and has a turbo-only tailswitch, with a sideswitch for other modes. The PD32 v2 is significantly smaller and more EDC friendly, but doesn't get as bright. 1200 lumens is still nothing to sneeze at, although the lowest mode being 30 lumens would bother me personally.

[Recommendations] Duty Flashlight w/ Holster Recommendations

The duty lights section in the [arbitrary says the Acebeam L35 would be a good option and I'm inclined to believe that. It comes with a holster, most of the versions I see on Amazon come with a battery, the tailswitch is a dedicated turbo button, and Acebeam is well known for making high quality, reliable lights.

Recommend me a light for boating

Acebeam L35 is pretty good. Most lights are IPX8 rated, and can survive being in ~3m of water for over 30 minutes, but aren't really meant to be submerged for an extended period of time.
