Setup WiFi access points with external antennas to connect the shops and use that. Check out Ubiquiti UniFi gear for some ideas. They have outdoor rated access points, antennas, etc.

Great AP with fatal flaw

I have other Unifi APs and this is just as good as the others but with one flaw. The mounting bracket doesnt fit a standard size junction box. Had to rig up a way to mount it.
