Best up-to-date eReader for PDF's ?

If the person is reading almost exclusively in one location, then I’d say get them a 13.3” one since it is closest to A4 size. No need to pinch and zoom which is not the best on Eink devices. Your main options here will be the Fujitsu Quaderno A4 Gen 2, or the Boox Max Lumi 2 (there is also the Quirklogic one but I haven’t looked into it). Both of these use the new Carta screen with improved contrast.

The Quaderno gen 2 devices look good but are too expensive. Gen 1 are good prices but you have to charge the pens up (I hate that about the iPad, battery is always flat when I feel inspired) and I've read that the displays have grid effect that can be off-putting. Am trying to avoid another Boox as I don't like their attitude to GPL and already feel a bit bad about supporting them with the 1 I have, 2 would be too far.

But they’re totally fine used at a desk. If you don’t need all the other features the Boox Max has and you want a little more portability, the Quaderno Gen 2 is also worth considering in the 13.3 inch class.

Is the Kobo Elipsa good for pdfs?

For serious annotation use I'd recommend considering the other options out there, especially the Quaderno Gen 2 (which is a bargain at $330 USD when ordered from Japan due to exchange rates right now) and various Boox devices, or even a used Quaderno Gen 1 or Sony DPT-CP1. If you go used, you may be able to get an A4 sized device in your budget.

Big readers for big textbooks - any advice?

Fujitsu Quaderno A4 - actual is now Gen 2. They support, as far as I know, only pdf - which might be a problem, because some books could be in epub e.g.. . I would go for a 10" device of Onyx - because there you have the freedom of android, good functionality, no artificial limitations as in remarkable. If the texts are always in A4 - I would think about 13", but you mentioned, you don't have to much budget, so it may not be an option.

Confused between quaderno A4 gen2 vs boox lumi 2

The Quaderno A4 Gen 2 is better for me because it is so much more delightful to carry and hold. Quaderno is 368 g (13 oz) versus Lumi 570 g (20.1 oz).
