I dab some sealer on my lids, then go over it with shadow in a similar dabbing motion, After that, I either use liner as usual, or dip the end of the eyeliner pencil in the sealer, and apply. When it dries, I go over the liner again with a fine liner brush. This has been working well for me as long as I follow those steps.
