Dell uses thermal paste that dries out quickly because those H-series CPUs run hot. I reposted mine with thermal grizzly Kryonaut, which lowered temperatures, but 6 months later I was ready to repaste because it dried out again. I recommend Arctic MX-4 or MX-5. It has high durability and while won't dry out as quickly.

I paid extra for the "incl. spatula" but did not receive one with the thermal paste. Putting in a ticket would be more trouble than it's worth to me, but this issue shouldn't have occurred in the first place.

Try changing thermal paste to Arctic mx-4. And see if that fixes it, I highly doubt your thermal paste! If thermal paste doesn't work, try a THERMAL PAD*.
