 Probably 15-20 lbs and smaller is out of luck. Sleepypod sells a carrier for dogs that are too small for the harnesses but it's twice the price of this harness. Those carriers look awfully small for a 20 lb dog - I'd hate to see my bigger dogs in it.  Definitely mixed feelings on this

 Not sure I feel good about that but there are pitifully few good options for quality dog car restraints.  And if your dog weighs in the low double digits, don't even bother trying to get this harness. Probably 15-20 lbs and smaller is out of luck.  The only quality issue I had is because of the shape of my dogs back and where the seat belt straps were placed (too low on his shoulders not enough on his back), and due to his size, he was pretty much always uncomfortable being buckled in directly to the seat. I had to use mountain climber strength carribeaner clips to give him an extra few inches from the seat belt so he could lie down and move.  I think the manufacture should ask people measure chest length anyway to prevent negative reviews from dogs not fitting their product too.

 Its simply not long enough for the deeper chested breeds (think Rotts and also German Shepherds probably?)  Not a huge issue with the actual quality of the product but more that my Rott is just a bigger than his manufacturer makes products for. 109 lbs isn't that big for a Rottweiler. Summary: Bought this for my 109 lb Rottie when he grew into the XL size. It fit him for a few months but now that hes 2 years old hes out grown it, it cuts into his arm pits because the chest length of the harness is no longer long enough. I will be looking for other manufacturers and products.  The proper chest length for MY DOG should be about 14" maybe 13"
