I would suggest a plunge bra that is a cup or 2 too small. So technically 36C should be the right size to do this since your proper size would be 36D/DD based on the calculator. You do need to make sure you swoop and scoop when you put on your bra. Freya Deco creates cleavage for many people, and for you perhaps try Lepel Fiore Padded Plunge as it's very shallow and has removable push up padding.

Another fit check with TLBC bras

For reference balconette bras usually work best for me (victoria secret wicked unlined balconette bra and boux avenue Emmeline bra). The only plunge bra that worked pretty well for me was the lepel fiore padded plunge.

What are the best bras for shallow, wide root breasts?

Lepel Fiore is already mentioned, I own a black one and a beige one, the black runs a bit smaller. It has removable cookies so you can wear it with a little push up or without.

30's fit like a 28

Cups fit perfectly, but the band fits more like a 28 than a 30, which is great because i actually wear a 28. I wish they had tshirt bras because i would wear lepel all the time if they did.

Have you been able to try any Chantelle bras? I think 30D in the Erika plunge and/or in their Demis might be low enough.

Boux Avenue Chloe lace and Lepel Fiore plunge bra are often good fits for people who liked the Panache Andorra as well.

Based on my size and breast shape, I ordered the Lepel Fiore Lace Plunge, but...it's still not feeling too great. Compared to other larger-cupped size bras I've tried on, this definitely fits the best; it's been the only bra with wide enough cups to cover everything (the sides of the cups do run into my armpits a bit.) However, it also feels so stiff, especially the underwire. The bra just also feels so noticeable, I wish I could find a lighter option with more breathable fabric.

I just don’t understand how I could possibly fit into a D cup?

Look for a bra that has a very shallow shape like Natori Feathers, Lepel Fiore, or Timpa Duet. The shallow cup holds breast tissue close to the body so you don't pool in the bottom and the larger cup gets you wide enough wires to capture all that side set tissue and bring it forward.
