A3 duplex printer, A3 duplex scanner, two paper trays that take A3 paper, pigment ink for CMYK, not just for black, for longevity, and ink-tank for low cost per print. Sadly it also costs 3x your budget. Brother has some A3 printers that may work for you, but they use cartridges so will be more expensive to operate in the long run.

I have the Epson ET-16600, which is an A3 printer/scanner with ink tanks (I.e. cheap to operate) and uses pigment inks, not quick-to-fade dye inks, and I’ve been very happy with it. With your friend’s discount, it should squeeze into your budget.
