Eddie Bauer has womens high-waisted Guide Pro Pants. I get the mid-rise and they are amazing pants, so I imagine the high-waisted are awesome too. I think they might have a couple of other high-waisted styles too.

Check out [Eddie Bauer Guide Pro Similar to others around $100 but they list for $80 and you can usually get them on sale (they're on sale right now for $60). Water repellant, a decent amount of stretch, and they're good quality for the price.

Not quite as expensive as what you’re thinking, but I’ve been wearing Eddie Bauer slim fit Horizon Guide pants and really like them. I dislike baggy cut pants and these fit really well. They also make the guide pro in a slim fit.
