Cannondale scalpel SE or a epic evo are also options. Longer travel than a classic xc bike so a bit burlier. Some of the Scott sparks, want to say the 940, could also work.

I've built up 2 Cannondale Trail series bikes. They have a couple under $700 depending on which model.

I am 6’2” and went with a L frame and have had no issues, just had to raise the dropper a little. I was between that and the Giant Fathom 1 and went with Cannondale because it would have been an 8-9mo wait for the Giant vs getting Cannondale that day. Been riding it for 4mo with no complaints.

I'm a confident cyclist, having been a frequent road (and coincidentally Boardman) user for the last few years but don't have much off road experience. After scouring eBay, Facebook and all the others for something used rather than new and comparing a ton of different bikes such as Cannondale cujo 3, trail se 4, Marin San Quentin, and looking at specs on 99spokes these are the two I've pretty much shortlisted as the best used bang for buck that is within collection distance and under my budget.

So, a few months back I got some good advice while looking for a used mountain bike (actually started off looking for a hybrid). Ended up lucking into a 2020 Cannondale Trail 4 for $700 and it's been fantastic. I couldn't have asked for a better deal, especially the way the market is currently on used bikes.

I've grown up on a cannondale trail 7 the past 2 years and take it on a bunch of the technical stuff that you mentioned. I learn everytime I go out, and I love it. I am excited to see what happens when I "grow up" to a better bike!

As others have suggested, starting with a good hard tail is best and easy in that price range. I started with a Cannondale trail 6 and I love it.
