  With that being said: In the last two weeks, I have ordered three of these pens, all stating that they are blue pens with blue ink. While the external color of the pens have all been blue, EVERY one of them has arrived with black ink cartridges. Please, either fix your item's description or send the item with the right colored ink cartridge. For my high school career, I had a decent pilot ball point pen that was my go to for journaling and research papers and what not. But when it finally but the dust, I couldn't find them in the store anymore. 
Since then, I've come to enjoy a nice zebra ball point, but I want something nicer. 
I don't really do calligraphy or cursive writing, so I'm not sure if a fountain tip is right for me, but what experience do you guys have with writing in print with a fountain tip?

Are there any ball points out there that make writing feel good? 

PS: I'm on a budget, anything under $20-$30 would be ideal.

 The Caran D'Ache 849 are a superb/excellent pen so buy another color and you will love it. These shiny metalic colors are to slipper to hold on to. This brand of pens is one of the best, along with the Fisher Space Pen. It's just the metal-shiny colors are slippery

The best so far, and the cheapest too!?

Parker Quinkflow - Hybrid ink that is friendly with all paper types, including receipt paper (stays in my pocket carry). Writes very smooth, rarely skips or blobs and available at every office supply store I have ever been too.

 Fit and finish are superb. Deep carry clip and "J" shaped bolt channel. Groves are machined around the barrel to give grip.  Currently sold out of the cheaper ones, but well worth the extra money and wait

In a realistic world, my priorities are that: 

it really does just write so smooth, and there are good, available, refills.

It's affordable

I'm open to any and all suggestions. From refill suggestions to overall pen suggestions.

[Ystudio Ballpoint]([URL REMOVED] Ystudio ballpoint in black is a hefty little guy. As an all brass pen the weight feels fantastic. The deployment mechanism is a push and twist, which can get a little annoying, especially if the thread doesn’t catch on the first attempt. The main downside of this pen is that because the way the mechanism functions it does not accept the Uni SXR-600 parker-style refills, but I make due with the Schmidt EasyFlow 9000

 This ink will make a crappy pen great, if you can believe that, and they have different kinds of Inks. You know there is a difference between Rollerballs, Gels, and just plain writing ink!   It seems like these will write on any kind of paper without any problem.  Finally, they write so smoothly that your penmanship really shines. They do not catch, snare, and drag at the paper like other ballpoint or roller refills so your loops will remain smooth and unbroken.
