Noctua claims that its Passive CPU Cooler is coming 'Very Soon'
I prefer using fans at extremely low RPM instead (essentially inaudible), but it's great that people have the option of going entirely passive. That being said, Noctua operates on timescales similar to Valve, so I would take the "very soon" with a grain of salt.

The Noctua feels so much higher quality, both in terms of fans and CPU cooler... and the Noctua mounting system is much nicer. Which of course matters little when we are talking about the cooling and acoustic performance! I'm pretty impressed with the Artic fans, for all they are flimsy and feel cheap, they are very quiet. Pump noise (which was my biggest worry) from the AIO is good... my case has lots of fans but they spin very slowly cause I hate loud computers.

For real Arctic is criminally underrated, p12s come close to Noctua performance for a fraction of the price
The thing about noctua is I trust them. We use them both at work in industrial designs (electrical engineer) and I use them at home in everything (PC, 3d printers, projects, exc) and I have never once had one fail. I still have 2 NF-S12s running in my NAS non stop for about 12 years without even a bearing squeak.
